Hi Roger - most any financial institution will have secured credit card options for you - usually folks use their local bank or credit union for convenience and connection to other accounts at that bank or credit union. If you want to search for one online - use bankrate.com or nerdwallet.com to search for many options. If you have a family member with good credit and willing to add you as an authorized user - that will work too. If you simply have no credit - take see if you can take out a small loan at your local bank - and over time your credit will grow.
